Do I have to go to Lima?

No. Most procedures are handled remotely. If an original is needed, you can send it by courier from any city in Peru.

What is the difference between an apostille and consular legalization?

An apostille is used for countries that are party to the Hague Convention. Other countries usually require a chain of legalizations: Peru's Ministry of Foreign Affairs, then the consulate or embassy of the destination country.

Do I translate first or apostille first?

Usually the original is apostilled first and then translated, including the apostille. It depends on the country and institution; we confirm it in your quote.
